I want to tow a 1999 S10 Blazer 4WD behind a motorhome. I don't want to use a dolly or trailer .
How do I shift the transfer case into neutral?

You will need to install a driveline disconnect to prevent damage to the transfercase. It will not properly lubricate itself if towed in neutral.

I have heard stories of letting a rig idle while being flat towed but wouldn't do it or recommend it. It did provide some fantastic mpg figures though.
Find a cheap Jeep Cherokee to tow. That seems to be the going thing.

I installed a driveline disconnect in a 1999 Blazer for a friend. You have a knob that is pulled to shift a collar on the driveshaft. Much the same as our right front axle shaft works.
I don't recall the price or brand. Any RV outlet should know.

Good suggestion but I've heard that the drive line disconnect set up can come disengaged in very unoportune moments during normal driving situations. I was at the RV shop recently when a lady drove in and was complaining the hers came disconnected in the middle of a turn in heavy traffic. She was fortunate not to get in a fender bender.
The Blazer is listed as flat towable up to 65 mph with no distance limitations. Other vehicles have to be started and the tranny cycled trough the gears for lubrication every 200 miles or so. The Blazer is not listed with this limitation.
Does anyone you know have any experience with this??
Idleing a rig while it'e being being towed just doesn't sound good to me.

properly installed and with no damage it will not disengage. It locks into the engaged and disengaged positions.
As I said , it operates much the same as the front axle disconnect.
I am sure at the time the Blazers did require a disconnect be installed to prevent transfercase damage.
