just pick out the tire you want first, then see if it comes in that size and then get it....is a 1/2" going to be that big of differnce to you?

I agree with Hobie.
Don't put form over function. Choose the tire you like most in the size you want and get it. Be happy knowing you got a good set of tires and not some junk just because they may be a 1/4 larger in diameter and an 1/8 larger in cross section width. A fraction of an inch difference in size can not be seen.

check out Mickey Thompson tires, if they make a 31 it will probably be a 30" in actual size, I had a set of 39.5 swampers and then bought 39" M/T and they are really not 39" tall - really about 38" but a classed as a 39"
then I got rid of them and went back to a STS 39.5x15x20

just get a quality tire...i notice there is more of a difference when you get into 35" tires and bigger. my 38" TSL's SXs were 37" tall brand new with no rim
