I'm not sure that's correct. NY I don't remember it being a frame height. As for FL, you can just bolt on some lower bumpers and it will be legal. I remember getting hassled in Pennsylvania once with my Jeep that had a 4-5" lift and 33's. Basically, they see it as "If it ain't stock, it ain't legal". Fortunately, I was from out of state and I told him it was legal in Virginia so he finally let me go, but not after giving me quite a bad time over it.
I remember when Florida passed theirs about 10-15 years ago. I don't recall much hoopla about it preventing rollover. It was to prevent people from getting decapitated when in a car vs. lifted truck wreak. There were several cases of that happening over a short time period, sturring the pot in the capitol to "act".
For awhile I saw lots of guys with dual (stacked) bumpers, or some little piece of angle or pipe bolted to the bottom of the bumper to make it taller. They left that up to the police to determine if it qualified as a useful "bumper" or was a weak effort to circumvent the law. I don't hear of it being enforced now. I think it is like the seatbelt law was until just recently - you have to get pulled over for something else first before you can get ticketed for it.
I'd swear we have one too for lowering, for the same reason. An old friend of mine would hassle the lowriders back then, but not the lifted trucks (since he had one). Same what I hear. I'm glad I moved for PA. It wasn't bad when I used to live there, but that was 18 years ago. I know someone who got a ticket just for aftermarket wheels in PA. I can say that living in florida, there ae ways to get around the bumper law, you can add a drop down bumper or something that is similar and works or get techincal like my buddy did the the chevy sitting on 49's that has 27" of lift- he registered his trk in a comercial class that has no bumper hight or head light law - dont ask me how he did it but his step father works for hillsbough county sheriff and when he first jacked his trk up, we tried taking it to daytona for spring break and within 15 miles we got pulled 3 times and in daytona the cops told us that if they saw it back on the road or beach they would arrest him and impound his trk so as soon as we got home he got the trk registered comercial and has had some cops mess with him but has never walked away with another ticket.
so i dont think warn or myself has much to worry about, in tampa area there are tons of 4x4's and lot of them are bigger than we are - everytime I have passed by a cop they dont look at me to see if they can write a ticket , they look to se how the truck was built with straight axle.

I have to chime in on this one. My wife puts cars in the same class as her washing machine or the kitchen toaster. It's just an appliance. My Dad was the same way. He used to give me all kinds of grief when I would be out in the driveway tinkering with a car that, as far as he was concerned, didn't need to be tinkered with. He had an old Chevy Vega that was stock and he drove that thing to 135k miles before he sold it and it was still running then (amazing for a Vega motor). I bought an old Vega and immediately proceeded to stuff a Corvette V8 in it. Drove him nuts! Some people just aren't into cars like we are and just can't understand. Unfortunately for us, a lot of these people are also the ones making these laws we hate so much!

as far as the tinkering w/ the trucks and cars go, my dad is the same way. He is happy to drive his P.O.S ford escort ZX2 to work and home, but I cant put mudders on my truck w/o him getting all upset. He hasnt approved of one thing I have ever done to any of my vehicles. As far as the people making the laws. If they had a big 4X4 and went out a few times, do you really think that they would ever go back to the office again? HELL no, the would be out running some stuff over. So we a screwed. I know that Im good a bitching and not obeying laws/rules. So as I have told many people "ITS ONLY ILLEGAL WHEN YOU GET CAUGHT".

I guess I'm one of the odd ones, because my dad was the same way, and at the same time he was cool with some of the stuff I did too.
I got my first truck, (88 Nissan hardbody 2wd) and had plans...ya know--15 years old (I wanted a system, rims and a drop kit.
So, I remember him and I sitting out in the carport putting a set of 3 inch blocks on the rear to level the truck out, and taking a whole saturday witha heatgun pulling the dumb-looking vinyl stripes that were running down the side.
He was completely against the stereo upgrades though. He was a drag racer back in his teen/twenty-something years and was big into motors and upgrades. I always told him it wasn't any different -- I wanted to ad dhorsepower to my stereo, just like he wanted to add it to his motor when he was my age. He never seemed to agree with me there Still doesn't to this day.
He also wasnt happy when I finally realized what torsion bars are, and how easily they can be adjusted. Esp if you swap the 3 inch lowering blocks for 4 inch ones without his permission
somewhere in there he realized I knew what I was doing, and let me keep doing what I wanted to do as long as what I was doing wasn't endangering me or others.

My Dad and I finally made peace when he decided that I did know what I was doing and that what I was creating wasn't really all that bad. He even got a really good laugh at my last project. I took 2 old riding mowers and made one good one, but with a twist. I did some gearing modifications and wound up with a mower that will go 35+mph, but I can still slow it down enough to be able to mow the yard. Once he figured out it was still a useful mower, he actually took a little interest in it. Why couldn't he have been like that with some of my cars? Oh, I used to get the speach about how the "engineers spend millions of dollars on research and if they thought it would be better that way, they would have made it like that". Yeah, right. Well, having a lawn tractor that goes over 35 mph may not be practical, but it sure is fun to ride! I'm still leaning towards tossing a V8 in my S-10 Blazer too, which may not make any sense, but it sure would be fun. Sometimes I don't think parents understand fun.
