Can't tell, but it looks like a Checkmate -- really popular in the Lowered s10 world because it sits flush, and not over the top of the rails, and suposedly built really well.

Their website is http://www.checkmatecovers.ca -- but the site sucks, i could build a better website blindfolded, and I suck at website building. you can email them from there though.

That is pretty nice. The website states they do custom covers (specifically to fit inside bed rails), so I can only imagine how much it would cost.
